I'm on a tight budget and want to have one of these curtains as a backdrop behind the table, head table and cake. Those they look like curtains of tulle and some lights. I wondered what was the cheapest to mine was. I found some cheap curtains at JCPenney, but what would I use to keep them in place and make sure it stays?

Go to your local hardware store and get PVC pipe, two elbows and two three way connectors. lay two long pipes with an elbow on each end of the field, insert a pipe connecting the two elbows, connectors are three lanes and add to each end, now add support legs at each end of the open connectos.

Make sure you put your fabric on the top bar before you paste or attach anything permanently.

It would probably be cheaper and easier to rent pipe and drape an event rental company of its kind.

If you really want to make your own you can buy cheap PVC pipe and super, if you're going to cover it anyway just put a white ribbon printed on the lettering as the rest of the waterline is white. You can dock it in some pots of flowers can be of concrete or rocks. You can cover the pots in the same fabric.

The easiest thing would probably be tinkering to fix directly on walls or right hooks or hang a survey PVC hooks. These hooks will not damage the walls, no holes and they come right away.

Edit * I suggest putting the lights behind a few layers of tulle to help defuse the light and give a brilliant effect. Or buy a shimmer tulle and the use of one or two small lights can light up the wall behind the netting.
